We shouldn’t need a violent episode here to remind everyone that a nation that won’t control its border is no nation at all.

Jeff Sessions of Alabama, a Republican, has taken the explosive immigration issue head on, producing a 25-page pamphlet titled “The Immigration Handbook for the New Republican Majority,” which he distributed to all Capitol Hill Republicans this week. Mr. Sessions’ focus is the economic harm caused by uncontrolled immigration, but his battle plan for controlling immigration would enhance the nation’s security as well.
